Certain duties of Thunder Bay City Council will be turned over to administration next month.
Despite a growing number of incumbents announcing intentions not to run for re-election in October, the lame-duck period of the council can begin as early as Friday, August 19th with certain authorities going to Administration relative to Section 275 of the Municipal Act, 2001.
“One of them is appointment or removal of any officer of any statutory officer of the municipality,” explained City Clerk Krista Power. “Disposition of any real or personal property exceeding $50,000 or making any expenditures or incurring liability over $50,000. This is with the caveat that it’s not included in this year’s budget.”
Council can still approve measures that are included in the 2022 Operating and Capital Budget
Rules Expanded
Authority to expend money related to real property matters or disposition of any real or personal property, in value exceeding $50,000, relating to the development at Prince Arthur’s Landing and Pool 6 lands, Victoriaville Centre and Chapples Park be delegated to the City Manager in concert with the General Manager of Development & Emergency Services and the City Solicitor
Authority to settle matters in value exceeding $50,000, currently under litigation be delegated to the City Solicitor in concert with the City Manager
Authority to apply for and receive grant funding from other levels of government, agencies or the private sector be subject to approval by the City Manager in concert with, the City Treasurer & General Manager of Corporate Services and Long Term Care
Authority to take any and all necessary steps to protect the interests of the City of Thunder Bay through any action or other legal proceeding, in value exceeding $50,000, be delegated to the City Solicitor in concert with the City Manager
Authority of the City Manager to approve appropriation change orders be increased from $500,000 to $2,000,000 in concert with the City Treasurer & General Manager of Corporate Services and Long Term Care
With 110 days to go until election day Bill Mauro, Rebecca Johnson, Cody Fraser and Brian McKinnon have all announced that they won’t be running for re-election while Peng You is now an official candidate for Mayor.
The earliest the lame-duck period could conclude would be Tuesday, November 15th.
The by-law will be brought forward for ratification on Monday, July 25th.
