The Toronto Transit Commission is set to discuss a contract with Alstom Transport Canada that would see new TTC Line 2 subway cars built by the organization.

The TTC had previously begun a bidding process to allow companies to submit a proposal to build the trains, but that process has been cancelled.

The federal and provincial governments and the city of Toronto gave the TTC permission to pursue a single-source contract.

To ensure a fair market price for the trains, Alstom will have to comply with a few requests, including:

  • Deliver a product compliant with the TTC’s original requirements
  • Maximize Canadian content
  • Create Canadian jobs
  • Have its pricing subjected to an independent third-party market price assessment

Discussions on the contract are expected to take place over the next few months.

A report on the status of negotiations will be delivered to the TTC Board by the end of 2025.

The TTC is looking to have 70 six-car train sets built, including:

  • Fifty-five trains funded by the federal, provincial, and municipal governments to replace aging trains on Line 2
  • Fifteen trains for the Yonge North and Scarborough extensions

The contract would include options to purchase additional trains to meet future needs, contingent upon Alstom’s performance, when funding is committed.

Alstom has not released information on which plant it intends to build the train cars at.
